BSEE International Engagement in the Gulf of Mexico at Rice Universitys Baker Institute

On Thursday, Feb. 12, the Bureau of Safety and Environmental Enforcement (BSEE) participated in discussions about the opportunities and challenges for international engagement in the Gulf of Mexico at Rice University's Baker Institute. Doug Morris, Chief of BSEE's Office of Offshore Regulatory Programs, spoke about transboundary safety and enforcement. Morris' presentation provided for an open discussion between BSEE and stakeholders in academia, international organizations, industry, and other federal agencies on exploration, production, and spill response in transboundary oil and gas activity. Other speakers on the panel represented Texas A&M University-Corpus Christi, Harvard Law School, University of Houston, the Bureau of Ocean Energy Management, and the U.S. Coast Guard. The conference was hosted by the Baker Institute Center for Energy Studies and Mexico Center in conjunction with the American Petroleum Institute, the Center for Offshore Safety, the Center for U.S. and Mexican Law at the University of Houston, the Harte Research Institute for Gulf of Mexico Studies at Texas A&M University-Corpus Christi and the Woodrow Wilson Center’s Mexico Institute.
