Organization

The Gulf of Mexico Region is organized into a regional directorate and program offices, which includes engineers, inspectors, and environmental compliance personnel. In addition, Oil Spill Preparedness Division, public affairs, information technology and human resources personnel are actively engaged in region activities to further BSEE’s mission.

Region personnel are committed to ensuring safe and environmentally responsible offshore oil and gas development. As federal regulators, BSEE personnel ensure safe and environmentally responsible operations by enforcing operator compliance with regulations, conducting inspections and exercises, overseeing safety and environmental performance programs, and validating the tactics, logistics, resource availability, and personnel proficiency requirements identified in approved plans and permits.

Acting Gulf of Mexico Region Director: Bryan Domangue

Bryan Domangue is the Acting Director of the BSEE Gulf of Mexico OCS Region in New Orleans, Louisiana. As the Acting Director, Domangue is responsible for the regulation of operations, the inspection and enforcement program, the overall protection and safety of activities, resource conservation, and the environment compliance on OCS federal lands leased for oil, gas and other mineral development. He has oversight responsibilities for about 1,709 platforms as well as the rig activity that occurs in federal waters in the Gulf of Mexico. He leads a staff of 415, which includes petroleum engineers, structural engineers, geologists, geophysicists, environmental scientists and administrative staff.

Domangue has more than 30 years’ experience with the Federal government and the private sector.  Previous BSEE experience includes Gulf of Mexico Deputy Regional Director for Districts, Investigations, Environmental, and Enforcement (DIEE); Senior Technical Advisor for the Gulf of Mexico Region Director; and as Acting Chief of the National Offshore Training Center.  Other assignments include Office Supervisor for Regional Operations, District Manager for the Houma District Office, Field Engineer, and Production Engineer.  Bryan holds a BS in Petroleum Engineering from Louisiana State University.

Gulf of Mexico Region Deputy Director: Kevin Karl 

Kevin Karl provides direction and support to the Office of the Regional Director on issues related to oil and gas production. He has more than 30 years’ experience with the Federal government and BSEE including Production and Development and Field Operations and holds a BS in Petroleum Engineering from Louisiana State University.

Gulf of Mexico Region Supervisor for the Office of Production and Development: Richie Baud 

Richie Baud works with OCS operators, state agencies, and other Federal agencies to promote the prudent, timely, and responsible production of offshore oil and gas while protecting the interests of the public. His regulatory responsibilities include the oversight of conservation enforcement and production measurement. Mr. Baud was the lead author of the revised U.S.

offshore flaring and venting regulations and he has also co-authored numerous publications related to production forecasting and deepwater Gulf of Mexico activities.

Mr. Baud has 26 years of experience working with the oil and gas industry. He joined the Department of Interior in January 1994 and holds a B.S. Degree in Geophysics from Bowling Green State University and an M.S. Degree in Geophysics from Purdue University.

Stephen Dessauer
 

Gulf of Mexico Regional Supervisor for the Office of Regional Field Operations: Stephen Dessauer

Stephen Dessauer oversees the various program offices within Regional Field Operations. These include pipelines, structural and technical support, technical assessment, decommissioning, and safety management. Mr. Dessauer has over 16 years’ experience with the agency and its predecessors, has served as an engineer in both the Well Operations group and Production Operations group within the BSEE New Orleans District. He has been especially active in the development of regulations and policy related to oil and gas Production Safety Systems. He received a BS degree in Petroleum Engineering from Louisiana State University in 2000.

Gulf of Mexico Region Supervisor for District Field Operations: Michael Saucier 

Michael Saucier oversees BSEE District Offices located along the Gulf Coast which promote safe and environmentally responsible oil and gas operations through active permitting, inspection, and enforcement programs.

He began his career with the Federal government in 1984 and holds a BS Degree in Petroleum Engineering from Louisiana State University.
