David Fish

Chief, Environmental Compliance Division

David S. Fish is Chief of the Environmental Compliance Division. Prior to joining the bureau in 2014, he served his nation in the U.S. Coast Guard (USCG), first as an enlisted man and then as a commissioned officer.

While in the USCG, Fish served as Communications Officer for the national response to the Exxon Valdez spill and led investigations into the Costa Concordia sinking in Italy, as well as the Deepwater Horizon incident in the Gulf of Mexico. He retired from the USCG with the rank of Captain.

Fish earned a Bachelor of Arts degree in international relations from American University in Washington DC in 1977 and a Master's degree in public policy analysis from the University of Hawaii in 1989.
