BSEE Speaks to International Association of Drilling Contractors on Near Miss Reporting

HOUSTON - This week the Bureau of Safety and Environmental Enforcement (BSEE) highlighted the new near-miss reporting program at the International Association of Drilling Contractors (IADC) health, safety, environment, and training conference in Houston. Dr. Bob Middleton, Deputy Chief, Office of Offshore Regulatory Programs, explained how near miss systems work and the potential impact of the new program. Middleton explained that near-miss reporting, 'will help industry and BSEE to identify emerging trends and reduce potential risks in time to prevent or mitigate future incidents.'

BSEE and the Bureau of Transportation Statistics (BTS) signed an interagency agreement in November 2013 to develop the Voluntary Confidential Near-Miss Reporting System for use on the Outer Continental Shelf. BTS will maintain individual confidential reports and important trend analysis and statistical data will be made publically available on the BTS website. The program will expand the ability of BSEE and industry to capture essential information about accident precursors and potential hazards associated with offshore operations.
