
Initiative supports Trump administration’s Energy Dominance agenda through collaboration, innovation, and streamlined oversight
NEW ORLEANS– The Bureau of Safety and Environmental Enforcement, or BSEE, has launched a bold new initiative, “Dominance by Design,” to advance President Donald Trump’s commitment to American Energy Dominance. The effort brings together senior industry leaders, technical experts and federal partners to modernize how the United States develops offshore energy resources.
Held at the bureau’s Gulf of America regional office, the two-day working session marked a key step in supporting the administration’s energy-first agenda. By encouraging direct collaboration between regulators and offshore operators, the initiative aims to reduce regulatory burdens, streamline permitting and ensure federal oversight keeps pace with the fast-moving energy sector. The session was co-led by Evan Zimmerman, executive director of the Offshore Operators Committee.
This effort reflects the Trump administration’s focus on unleashing domestic energy production, strengthening national security and creating high-paying jobs through responsible offshore development.
"'Dominance by Design' is a unique opportunity to engage directly with the experts who operate in the field every day," said BSEE Assistant Director Seong Kim. "The charge to maximize America's energy potential is stronger than ever. This engagement has provided BSEE with invaluable insights to ensure our oversight is not just robust, but also agile and efficient."
The “Dominance by Design” sessions not only identify challenges and opportunities but also foster collaboration between the federal government and industry to develop real-world solutions with offshore stakeholders.
“This session was highly valuable, providing a constructive platform to identify and address challenges in our offshore energy permitting processes,” said Evan Zimmerman, Executive Director of the Offshore Operators Committee. “By focusing on the permit related data, we can take a practical approach to improving efficiency and streamlining pathways for important offshore energy projects, supporting American energy goals.”
The session was just the beginning. BSEE plans to hold additional “Dominance by Design” sessions to build on this momentum and deliver lasting results. In line with President Donald Trump’s directive to prioritize American energy independence, the bureau is focused on cutting red tape, aligning oversight with innovation and driving smart, strategic solutions that keep the United States at the forefront of offshore energy development.
