Provides guidance on use of SCADA systems for electronic monitoring of facilities and operating conditions, including wind speeds and downstream components (flowlines, pipelines, and separators located between the hydrocarbon sources and sensing points).  Sets forth approval conditions for when a SCADA system will be permitted to shut-in and restart essential operations.
