This Notice to Lessees and Operators (NTL) supersedes NTL 86-09, dated October 13, 1986, and NTL 97-03, dated January 31, 1997, and makes minor technical amendments, updates cited regulatory authorities, and includes a statement regarding the Paperwork Reduction Act of 1995. The Gulf of Mexico OCS Region (GOMR) has begun a process that will result in substantial changes to the requirements of this NTL as hereby issued and plans to issue one or more replacement NTL’s in the future to reflect those changes.
