Organization The Pacific Region office is organized into a regional directorate and three sections covering field operations, production and development, and strategic operations. Pacific Region personnel include engineers, inspectors, geologists, geophysicists and environmental compliance personnel. In addition, Oil Spill Preparedness Division, public affairs, information technology and human resources personnel are actively engaged in region activities to further BSEE’s mission. Region personnel are committed to ensuring safe and environmentally responsible offshore oil and gas activities which are currently off the Southern California coast. As federal regulators, BSEE personnel ensure safe and environmentally responsible operations by enforcing operator compliance with regulations, conducting inspections and exercises, overseeing safety and environmental performance programs, and validating the tactics, logistics, resource availability, and personnel requirements identified in approved plans and permits. Director, Pacific Region: Bruce Hesson Bruce Hesson currently serves as Director of the Bureau of Safety and Environmental Enforcement Pacific Outer Continental Shelf Region. He is responsible for supervising the regulation of operations, inspection and enforcement programs as well as overall protection and safety of activities and environmental compliance on submerged federal lands leased for oil, gas and other mineral or energy development. In addition to his oversight responsibilities, he manages a staff of 40, including petroleum engineers, structural engineers, geologists, geophysicists, environmental scientists, and administrative staff. Hesson graduated from Texas A&M University in 1983 with a Bachelor of Science in Petroleum Engineering and has been a California Registered Professional Engineer since 1997. He has almost 40 years of experience in the oil & gas industry: serving 29 years with the California Division of Oil, Gas and Geothermal Resources (DOGGR), where he worked his way up from field engineer to District Deputy for the Ventura District, serving 13 years in that capacity until his retirement from the State in May 2016. Most recently he has served with BSEE for six years as the Permitting Section Chief and Regional Supervisor for the Office of Field Operations in the Pacific Region’s Camarillo office.
