The Bureau of Safety and Environmental Enforcement has issued Formal Solicitation 140E0122R0003, Temporary Abandonment Decommissioning Services in the Outer Continental Shelf.  The Request for Proposal (RFP) details are only available on the SAM.gov website.  The RFP may be accessed by searching the website using the Solicitation Number ”140E0122R0003” or by following this link:  Formal Solicitation 140E0122R0003

On February 2, 2022, BSEE orphaned infrastructure specialists and subject matter experts in bidding and contracting with the federal government hosted a Virtual Industry Day Workshop to discuss and provide information in anticipation of issuing a Request for Proposal (RFP) for future decommissioning of orphaned wells and infrastructure located on the Gulf of Mexico Outer Continental Shelf.

The BSEE endeavor is aligned with the DOI commitment to address the problematic existence of orphaned wells. BSEE is charged with promoting safety, protecting the environment, and conserving resources offshore through regulatory oversight and enforcement and it is through that commitment that the decommissioning program is presented. The effort is dual focused, eliminating orphaned assets and providing opportunity to small and disadvantaged businesses. As part of the RFP, small and disadvantaged businesses are encouraged to take part in the program and assistance is available.

The nearly 90-minute presentation available at the link below provides insights and details of the RFP and government contracting. All interested parties are encouraged to pose questions, provide comments, and offer feedback on the RFP.
