BSEE promotes transparency in all activities regulating the energy industry on the Outer Continental Shelf (OCS) within the boundaries of proprietary information necessary to support the competition inherent in American practices. One vital element of transparency, which is also critical to increasing public appreciation of the challenges of that regulatory process, is outreach through speeches, technical presentations, and Congressional Testimony.
On October 1, 2011, the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE), formerly the Minerals Management Service, was replaced by the Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE) as part of a major reorganization.
