On April 27, 2016, the Bureau of Safety and Environmental Enforcement (BSEE) issued Notice to Lessees and Operators (NTL) No. 2016-N03, Reporting Requirements for Decommissioning Expenditures on the OCS, to provide guidance and clarification regarding regulatory requirements pertaining to the submission of certified decommissioning expenditure summaries following the permanent plugging of any well, removal of any platform or other facility, and clearance and verification of any site.
Below are updates as of February 13, 2017 on current BSEE bolt related efforts.
BSEE is pursuing several projects addressing bolt failure concerns. One QC-FIT bolt reports is currently under development on subsea critical equipment bolt failures. Three QC-FIT bolt reports are posted on BSEE’s website. BSEE is pursuing research studies and a workshop to increase bolt performance reliability knowledge and possible solutions to the bolt failure issues.
This Notice to Lessees and Operators (NTL) provides updated guidance for requesting approval to flare or vent natural gas and clarification on the discretionary authority of the Bureau of Safety and Environmental Enforcement (BSEE) for approving such requests. This NTL also updates BSEE contact information for requesting such approvals. It supersedes NTL No. 201 l-N02,
dated February 8, 2011.
This Notice to Lessees and Operators (NTL) supersedes NTL Nos. 2010-G02, 2010-P03, and related guidance on this subject. Pursuant to 30 CFR 250.103, the Bureau of Safety and Environmental Enforcement (BSEE) is issuing this NTL to clarify and provide more detail about how to submit well records required by the Records and Reporting regulations at 30 CFR 250.740 – 250.745 (new section numbers as of July 28, 2016) for all OCS.
The three reviewers generally agreed that all readily available relevant studies or sources of information/data were consulted by the PwC Team. Mr. Munson commented that significant research will be necessary for determining the types of instrumentation that will be effective to address the uncertainties that were identified by the PwC Team with respect to methane gas density and quantity mapping during exhausting as a cold gas.
